Trying to keep a Tonto Cache Alive

One of the longstanding Tonto Region caches is Mineral Springs Ridge Cache http://coord.info/GCB46F. It's been worth over 40 points mainly because it is out of the way. A passenger car can drive to 0.9 miles, and a high clearance vehicle to 0.35 miles. However, the CO has lost interest, and the cache had gone missing.
Yesterday, I went out and replaced it with an ammocan, then posted a log. The COs response was to ARCHIVE IT
I have contacted him, asking him to unarchive it and offered to adopt it, but he isn't responding. I thought that if several other cachers also emailed him asking him to restore it, that maybe he would change his mind.
Yes, I can simply publish the NEW cache, but it wouldn't be worth 40 points (and few achilles points since it has been there since 2002). Keeping the old one would benefit the LCP community. Also, I really enjoy finding caches that are more than 10 years old. They aren't that easy to find.
The COs name is chuck, and he does appear to still receive emails via the geocaching website.
